地址：https://pypi.python.org/pypi/pip#downloads
注意选择的是tar.gz压缩包。最新版本是 19.1.1。这里选择的版本是：pip-19.1.1.tar.gz (md5, pgp)
点击：下载
2. 解压安装
将下载的压缩包解压到工作目录（如D:\），打开Windows cmd，运行如下命令进入解压后的pip目录
cd /d D:\pip-19.1.1
使用如下命令进行安装
python setup.py install
3. 添加环境变量
添加windows系统环境变量，与安装python时添加的方法一样
如我的python目录是：F:\Python27\;
则添加如下2个目录到系统环境变量里：F:\Python27\;F:\Python27\Scripts;
4. pip常用命令
安装成功后，重新输入cmd运行pip，可以看到帮助文档：

-h, --help Show help.

-V, --version Show version and exit.
-q, --quiet Give less output. Option is additive, and can be used up
to 3 times (corresponding to
WARNING, ERROR, and CRITICAL logging levels).
--log <path> Path to a verbose appending log.
--proxy <proxy> Specify a proxy in the form [user:passwd@]proxy.server:port.
--retries <retries> Maximum number of retries each connection should attempt (default
5 times).
--timeout <sec> Set the socket timeout (default 15 seconds).
--exists-action <action> Default action when a path already exists: (s)witch, (i)gnore, (w)ipe,
(b)ackup,
(a)bort.
--trusted-host <hostname> Mark this host as trusted, even though it does not have valid or
any HTTPS.
--cert <path> Path to alternate CA bundle.
--client-cert <path> Path to SSL client certificate, a single file containing the
private key and the
certificate in PEM format.
--cache-dir <dir> Store the cache data in <dir>.
--no-cache-dir Disable the cache.

Don't periodically check PyPI to determine whether
a new version of pip is available for
download. Implied with --no-index.
